The iPhone 5 cases are starting to show up in AT&T stores. While this does suggest that Apple will be releasing a brand new iPhone this year, it doesn't guarantee it.
Still, case manufacturers and retailers are confident that not only will Apple release a new design for the iPhone, but that they also have the correct design for those cases. If they turn out to be wrong, however unlikely, they're going to have wasted a large sum of cash.
